By creating an account, accessing, or using the FleetScan mobile application ("the App"), you agree to be bound by these Terms of Service ("Terms"). If you do not agree, do not use the App. These Terms form a binding agreement between you and HAN Transportation Inc. ("HAN," "we," "us," or "our").
These Terms must be read together with our Privacy Policy, which is incorporated by reference.
FleetScan provides:
(a) Public carrier lookup — display of FMCSA public safety records, operating authority status, insurance information, MCS-150 currency, out-of-service rates, and crash history for any USDOT or MC number.
(b) Document management — secure account-bound storage of your USDOT compliance documents, including viewing, downloading, screenshot capture for roadside DOT inspections, and expiry-date tracking with reminders.
(c) Compliance services on request — optional ordering of regulatory filings and renewals from HAN Transportation Inc. (USDOT/MC filing, IFTA, IRP, plate renewals, COI, BOC-3, UCR, weight-distance permits, and similar services).
The App is provided free of charge for download and for the document management features. Compliance services are billed separately when ordered.
You must be 18 years of age or older to use the App. By using the App, you represent and warrant that you are at least 18.
FleetScan recognizes two categories of users:
Both categories are bound by these Terms in full.
Per FMCSA policy, USDOT numbers are non-transferable and are permanently assigned to a specific legal person (an individual, corporation, partnership, or other organized entity). When you bind a USDOT to your FleetScan account, you represent and warrant that:
(a) You are the natural person to whom the USDOT was issued (sole proprietor); or
(b) You are an officer, owner, or duly authorized representative of the corporation, partnership, or other legal entity to which the USDOT was issued, and you have the authority to act on that entity's behalf in matters relating to the USDOT and its associated compliance documents.
You may not bind a USDOT to your account if neither (a) nor (b) applies. Misrepresentation under this Section is grounds for immediate termination and may constitute fraud subject to civil and criminal penalties.
FleetScan uses one-time-code (OTP) authentication. You will not have or set a password. To create an account, you must provide:
(a) A valid mobile phone number; and
(b) A valid email address.
To complete registration, you must successfully receive and enter verification codes sent to both the phone number and email address that match the FMCSA-registered contact information for the USDOT you intend to bind ("Two-Channel Verification"). This verification is designed to confirm that you are the legitimate holder or authorized representative of the USDOT.
After initial registration, you may log in from any device by entering a one-time code sent to your registered phone number or email address.
You agree that HAN bears no liability for losses arising from:
(a) Your phone, phone number, or email account being accessed, controlled, or used by any unauthorized party (including through theft, loss, SIM-swap attack, phishing, family members, employees, contractors, or any other person);
(b) Verification codes you have shared with any third party, voluntarily or under duress;
(c) Failure on your part to update your registered phone number or email after losing access to either; or
(d) Any other compromise of your communication channels outside of HAN's control.
HAN staff will never ask you for your verification code. Do not share verification codes with anyone, including persons claiming to represent HAN.
Each FleetScan account is intended for a single authorized user (the bound USDOT's holder or authorized representative). Sharing of accounts is prohibited. Notwithstanding the foregoing, FleetScan does not technically restrict logins to a particular device, and any session authenticated via valid OTP is treated as an authorized session under Section 4.3.
If your registered phone number or email address changes, you must update it within the App promptly. HAN is not obligated to detect or compensate for outdated contact information on your account.
Per FMCSA rules, a single legal person holds one active USDOT. Accordingly, each FleetScan account binds one active USDOT. If you legitimately operate multiple distinct legal entities each with its own USDOT, you must create a separate FleetScan account for each entity.
If you bind a USDOT in error, you must contact HAN customer support to request correction. To prevent unauthorized rebinding, the App does not permit users to unbind or rebind a USDOT without staff review.
If a USDOT bound to your account is later inactivated, revoked, or marked out-of-service by FMCSA, your account remains accessible, but the App will display a clear notice of the inactivation status. You remain responsible for any compliance obligations arising from such status changes.
In accordance with FMCSA policy (see FMCSA Bulletin "DO NOT Sell, Purchase, or Lease a USDOT or MC Number"), you may not use FleetScan to facilitate the sale, lease, or transfer of any USDOT or operating authority outside of a legitimate corporate transaction. Any such use is grounds for immediate account termination, and HAN may report such activity to FMCSA.
You retain ownership of all files you upload to FleetScan. You are solely responsible for:
HAN staff may access files in your account only when:
(a) You have submitted a Service Request, in which case staff may access files relevant to fulfilling that request;
(b) You have explicitly requested HAN's assistance through customer support; or
(c) Required by law.
HAN staff access to files is logged.
When HAN completes a Service Request on your behalf (e.g., a renewed COI or a new IRP card), HAN may upload the resulting official document to your FleetScan account. You retain ownership of these documents; HAN acts solely as your authorized representative in producing them.
HAN is not the carrier of record, insurer, or filing entity for any policy, permit, or registration. HAN acts solely as a service intermediary on your behalf.
There is no fixed limit on the number or aggregate size of compliance documents you may store, subject to fair-use and the prevention of abuse. HAN reserves the right to investigate and limit accounts that exhibit abusive storage patterns inconsistent with legitimate compliance recordkeeping.
You may take screenshots of documents within the App for legitimate purposes, including presentation to DOT inspectors during roadside inspections. You may also export your data using the "Export My Data" function described in our Privacy Policy.
The carrier safety data displayed in the App is sourced live from FMCSA's public QCMobile API and SAFER Company Snapshot. We do not modify, supplement, or guarantee the accuracy, completeness, or timeliness of this data. For any official decision (carrier selection, hiring, contract award, insurance underwriting), you must consult FMCSA's authoritative source directly at safer.fmcsa.dot.gov.
HAN is not liable for any decision made or action taken in reliance on FMCSA data displayed within the App.
When you tap "Request Service," "Renew," or a similar action, you authorize HAN Transportation Inc. to:
(a) Contact you regarding the request via your registered phone or email;
(b) Access the documents in your account that are relevant to the request;
(c) Prepare and file the requested submission with the relevant federal, state, or municipal agency on your behalf, subject to your final approval where required by law; and
(d) Generate, receive, and upload any resulting documents to your account.
Pricing displayed in the App is an estimate. Final pricing is confirmed by HAN before any work begins. You are not obligated to proceed if you do not accept the final price.
You may cancel a Service Request before HAN has filed any agency paperwork by contacting customer support. Once paperwork has been submitted to a government agency, cancellation may not be possible, and applicable fees may not be refundable.
HAN does not control the outcome of any government filing. Approval, denial, processing time, and any agency-imposed fees or penalties are determined by the relevant agency. HAN is not liable for unfavorable outcomes outside its control.
Download and use of the App, including document management, FMCSA carrier lookup, expiry reminders, and account features, are free of charge.
Fees for compliance services completed by HAN are invoiced and collected outside the App through standard business channels (invoice, ACH transfer, wire, check, or other agreed method) at the time of this version. Future versions of the App may introduce in-app payment options. When in-app payment is introduced, the applicable terms will be presented at that time and your continued use will require your acceptance.
You agree to pay all confirmed Service Request invoices in accordance with the agreed payment terms. Past-due amounts may be subject to interest at the maximum rate permitted under California law and may be referred for collection.

You may terminate your account at any time by selecting Account → Permanently Delete Account within the App. Termination is effective immediately, subject to the data retention provisions in our Privacy Policy.
We may suspend or terminate your account, with or without notice, if:
Where feasible, we will provide notice and an opportunity to cure before terminating.
The App is a tool to assist with compliance recordkeeping. The App is not a substitute for legal, accounting, or compliance advice. You are solely responsible for your regulatory compliance, the accuracy of your records, the timeliness of your filings, and any consequences of failure to comply with applicable law.
Without limiting the generality of Section 11.4, HAN expressly disclaims any liability arising from unauthorized access to your account where the unauthorized party possessed a valid one-time verification code at the time of access, regardless of how that code came into the unauthorized party's possession. This includes but is not limited to: theft or loss of your phone, SIM-swap attacks against your phone number, compromise of your email account, phishing attacks targeting you, codes shared by you with any third party (including family members, employees, or contractors), and any other compromise of your communication channels.
Some jurisdictions do not allow the exclusion or limitation of certain damages; in those jurisdictions, our liability is limited to the maximum extent permitted by law.
You agree to indemnify, defend, and hold harmless HAN Transportation Inc., its officers, directors, employees, agents, and affiliates from any and all claims, damages, losses, liabilities, costs, and expenses (including reasonable attorneys' fees) arising from or related to:
These Terms are governed by and construed in accordance with the laws of the State of California, without regard to its conflict-of-laws principles. Any dispute arising from or relating to these Terms or the App shall be resolved exclusively in the state or federal courts located in San Bernardino County, California, and you consent to the personal jurisdiction of those courts. Nothing in this Section restricts your rights under applicable consumer-protection law.
We may update these Terms from time to time. When we make material changes, we will:
Continued use of the App after the effective date of an update constitutes acceptance.
Entire Agreement. These Terms, together with the Privacy Policy, constitute the entire agreement between you and HAN regarding the App and supersede any prior agreements.
Severability. If any provision is held unenforceable, the remaining provisions shall remain in full force and effect.
No Waiver. Our failure to enforce any provision is not a waiver of our right to do so later.
Assignment. You may not assign these Terms without our prior written consent. We may assign these Terms in connection with a merger, acquisition, or sale of assets.
Force Majeure. Neither party is liable for any failure or delay caused by events beyond reasonable control, including natural disasters, war, terrorism, pandemic, government action, or infrastructure outages.
Survival. Sections 5.1, 6, 8.3, 9, 11, 12, 13, and 15 survive termination of these Terms.
